UGC Fellowship for Minority Students 2023, or UGC Fellowship For Minority Students2023. The University Grants Commission (or UGC), higher education regulator, invited applications to the Maulana Azad national fellowship or MANF scholarship for minorities students for the academic years 2023-23. From 756 fellowships, the Commission now offers 1,000.

These fellowships are open to students from minority communities who are enrolled in full-time research programs at higher education institutions. “The candidates who have qualified CBSE-UGC-NET/JRF/CSIR-NET/JRF held in December 2017 and June 2018 are eligible to apply,” said the UGC notification released on December 10.

Candidates who are members of one of the minorities, i.e. Muslim, Sikhs, Buddhists, Parsi and Christian can pursue higher education such as full-time and regular research degrees in Sciences and Humanities, Engineering and Technology, and Engineering and Technology.

Today’s UGC notification was posted at www.ugc.ac.in. The official website did not respond to our last request. Details of RGNF fellowships are yet to be announced by the Commission, which has been delayed for two years. The RGNF Scheme for Scheduled Caste and Scheduled Tribes, now renamed National Fellowship for Scheduled Caste Students, is being formulated and funded in part by the Ministry of Social Justice and Empowerment and Ministry of Tribal Affairs.

Candidates who are members of Scheduled Caste or Scheduled Tribe can apply for the scheme. They will be able to pursue higher education, such as full-time and regular research degrees in Sciences and Humanities, Engineering and Technology, and Engineering and Technology.

The deadline for receiving a completed application is December 31, 2022.

UGC Fellowship to Minorities 2023
The Fellowship provides five-year fellowships in the form financial assistance to students of minority communities. Students must be notified by the Central Government to receive the Fellowship. The Fellowship will be administered by the Ministry of Minority Affairs via UGC for students from minority communities. This Fellowship will make the fellowship recipients Ministry of Minority Affairs scholars.

The scheme covers all Universities/Institutions recognized by the University Grants Commission (UGC) as under :
Central/State Universities, including constituent and affiliated universities, are included under Section 2 (f) of the 1956 UGC Act and have valid NAAC accreditation.
Deemed Universities according to Section 3 of UGC Act. This is an institution for higher education that has been notified by the Central Government to be considered University.
Fully funded by the State / Central Government, and authorized to award degrees.
Notifications of Institutions of National Importance by Ministry of Human Resource Development (mhrd.gov.in/institutions-national-importance )
The Fellowship is for students from minority communities who are pursuing full-time research that leads to a M.Phil/ Ph.D within India. They will be eligible to apply for the M.Phil/ Ph.D positions, as well as the Assistant Professors posts in various academic institutions. UGC will act as the Nodal Agency for the Fellowship. The Notification/Press Release that will be issued by National Testing Agency (NTA), for UGC-NET, and Joint CSIR–UGC NET examinations will also include the MANF Scheme.

Eligibility Criteria to Apply for UGC-MAN Fellowship
To be eligible for this fellowship, the candidate must meet the following conditions: He/she must be a member of one of the minorities notified under Section 2.c of the National Commission for MinoritiesAct, 1992.
Prerequisite for Maulana Azad National Fellowship to minority students for M.Phil/Ph.D. is clearing the UGC-NET examination or Joint CSIR -UGC NET examination.
Eligibility conditions for UGC-NET or Joint CSIR–UGC-NET examinations will be the same as in the notification.
Candidates from Minority Communities who have been admitted and passed the NET examination will be preferred. These candidates will need to join fellowship within three months after the JRF award letter is issued.
The date of beginning the fellowship is the date of declaring the result of UGC/NET-JRF & joint CSIR-UGC/NET-JRF, or the date of joining, whichever comes first.
Candidates who have not secured admission to the university will be considered if there aren’t enough candidates.
These candidates are eligible for fellowship under MANF subject to admission to M.Phil./Ph.D. In research institutions
The offer has a validity period of three years. The date on which the JRF Award letter was issued under the scheme.
Only one fellowship is allowed per scholar. The scholar is required to declare that he/she will not accept/receive any other monetary benefit/scholarship/fellowship from any other source. In other words, a scholar who is awarded fellowship under this scheme shall not accept any other fellowship/scholarship or hold any appointment, paid or otherwise, or receive any emoluments, salary, stipend etc. The award cannot be received from any other source, except for one-year academic leave. In case, a scholar is already in receipt of any scholarship/fellowship, he/she will have to relinquish either the previous scholarship / fellowship/ any other monetary benefit or to forgo the selection under this scheme.

The scholar who has not completed his/her research during the fellowship period will not be eligible for a second application under this scheme. The scheme does not allow scholars to apply for fellowships that they have already received. Employers of any University/ College/ Educational Institutional/ Central/ State/ UT Government are not eligible for fellowship, regardless of whether they are on Study Leave/ EOL to pursue the M.Phil./Ph.D. course.

Selection Process for MAN Fellowship
There are 1000 slots available each year for fellowships under this scheme.
This scheme has 1000 slots. 750 slots will be reserved for subjects in the National Eligibility Test – Junior Research Fellowship (NETJRF), of UGC, and 250 for Science category students via CSIRUGC NETJRF joint test for science streams.
Each NET will host 500 selections.
30% of the fellowship will be reserved for women students, and 70% will go to general. The fellowship may be transferred to male students from the same minority group if there is a shortage of female candidates.
Reservations for students with disabilities shall be made in accordance to UGC norms, and in horizontal fashion.
The pro-rata population of the scholars selected by the community will determine their selection at the national level.
Any unutilized Fellowship slots in any community will be transferred onto eligible Scholars from other Notified Minority Communities, purely on merit at the national level
Duration of MAN Fellowship
The gap period to continue from M.Phil. to Ph.D. in Doctoral Fellowship schemes is 2 years, starting at the declaration of M.Phil. To date of admission as a Ph.D. The total tenure of fellowship is five years, excluding the gap. During the gap period, fellowships will not be paid. The fellowship period is as follows:

MAN Fellowship Amount Details
House Rent Allowance (HRA)
Students who do not have access to hostel accommodation are eligible for House Rent Allowance (HRA), at a rate of 8%, 16%, and 24%, according to Govt. India norms applicable to the location/city where the research fellows are located.
Scholars may receive accommodation in hostels through their institutions. The scholar may be eligible for a hostel fee, but not mess, electricity or water charges.
In case hostel accommodation offered by the university/institution is refused by the candidate, he/she will forfeit his/her claim of HRA.
The host institution may provide single accommodation to the scholar in the event that hostel accommodation is not available. The scholar’s actual rent shall be refunded, subject to the maximum HRA set by Govt. India norms.
The scholar who arranges his/her accommodation will be eligible to receive HRA according to the ceiling and categorization by the Govt. India.
If the scholar wants to draw HRA, he/she must submit a monthly confirmation certificate in the prescribed format to his/her institution.
