ORDER In the G.O.1st mentioned above the orders were issued to grant Pre-matric scholarships as well as other allowances for students with disabilities studying in the I-X class, whose parent or guardians’ income is less than Rs.1,00,000annually.

2. At the Departmental Review meeting held by the Chief Minister on 05.11.2015 The decision was made to increase the scholarships (Pre-matric) to disabled students who are eligible. 3. After careful consideration, the government is hereby increasing the rate of pre-matricuation scholarships to students with disabilities who are eligible beginning in 2016 and 2017:

Pre-matricuation rates for scholarships

A) A) The maximum annual earnings for parents or guardians to be eligible is Rs.1,00,000$ per year.

B) The guidelines for procedures, and procedure. to be followed to approve for the award of PreMatric Scholarships. Matric Scholarships are in Annexure.

C) The increased rates of scholarships will be in effect beginning in 2016-2017.

4. Director of Welfare of Differently Abled and Senior Citizens, Guntur, was instructed to computerize the entire process, in addition to giving a unique number for each scholarship holder/differently qualified for the purpose of tracking the benefits he receives and also the performance of each. The Director is expected to finish and operate the software program accordingly.

5. The Director of Welfare of Differently Abled and Senior Citizens, Guntur is advised to use the budgetary allocation of Rs.87.00 crores in the first instance.

6. The Director of Welfare of Differently Abled and Senior Citizens, Guntur shall make the necessary changes accordingly.

7. This order issues with the concurrence of Finance Dept., vide their U.O.No.49027/157/(FMU(WCDLH)/2016, Dt:02.12.2016.

ANNEXURE TO G.O.Ms.NO. 56, dt:2-12-2016 DEPARTMENT FOR WOMEN, CHILDREN, DIFFERENTLY ABLED AND SENIOR CITIZENS (PROG.II)

GUIDELINES FOR PRE-MATRIC SCHOLARSHIPS: I. Objective: The aim of the scheme is to provide financial assistance for students with disabilities who are enrolled in Pre-matric courses from Class I through Class X, to allow them to finish their studies.

II. ELIGIBILITY: 1. Students with different abilities from A.P. State, who are studying Pre-Matric courses in government institutions located in Andhra Pradesh.

2. The Commissioner/Director, Welfare of Differently Abled & Senior Citizens shall issue a notification in the leading newspapers before 30th June every year calling upon the eligible Differently Abled students to apply for fresh Pre- matric Scholarships.

3. The notice will also be posted on the noticeboard of the Assistant Directors’ offices, Welfare of Differently Abled & Senior Citizens as well as through Press releases in the local editions of the district News newspaper by assistant directors, Welfare of Differently Abled & Senior Citizens.

4. The Director/Commissioner of Welfare of Differently Abled & Senior Citizens will be provided with an appropriate amount of Scholarship applications printed and distributed to assistant directors, Welfare of Differently Abled & Senior Citizens to be used for distribution to the students through the institution’s Head involved. The application will be posted on the website of the department and a option to download it.

5. The eligible Differently Abled students shall apply for scholarships in the prescribed proforma issued by the Commissioner/Director, Welfare of Differently Abled & Senior Citizens and shall submit the application duly filled in to the Head of Institution concerned on or before 30th September every year along with photographs.

6. Director Assistants, Welfare of Differently Abled & Senior Citizens must examine all applications submitted by Government and other recognized schools by referring to the original Transfer Certificate and Certificate of Income Certificate or Disability Certificate whenever necessary, and any other relevant information pertaining to Admission Register based upon confirmation and endorsement by the head of the institution and present the list to the Selection Committee headed by Joint Collector as Chairperson, D.E.O and Assistant Director, Welfare of Differently Abled & Senior Citizens as members of the Selection Committee.

7. If there is a gaps of two years or more between the course of study for the applicant, the sanctioning authority will approve the scholarship upon presentation of a gap certificate that is issued by the Head of the Institution.

III. INCOME ELIGIBILITY: Scholarships and reimbursement of fees are available to students with disabilities, with respect to the income limits. 1. Students with disabilities who are enrolled in pre-matriculating courses starting from I to X are eligible for scholarships and other allowances as specified within the G.O. in the event that the parent’s income is not less than Rs1,00,000.00 per year.

IV. SANCTION, DRAWAL AND DISBURSEMENT:

1. The Assistant Director Welfare of Differently Abled and Senior Citizens will be the Drawing Officer. These Head Masters at the respective institutions will be the Disbursing Officers.

2. The Assistant Director for Welfare of Differently abled & Senior Citizens awards the scholarships and submits institution specific bill to Treasury according to the guidelines for all government and other institutions that are recognized. i.e. first for schools of the Government in the order of priority. according to priority.

3. When cheques are issued by the Treasury the cheques are recorded in the Cheque Issue Registers and distributed to the heads of each institution.

4. The amount of scholarships awarded to students is distributed to the students via Account Payee cheques from the Heads of institutions.

5. The amount of the reimbursement must be made by the institutions prior to the future sanctions are issued to the institutions.

6. Budget for sanction of Pre Matric scholarships is released by the Commissioner/Director, Welfare of Differently abled & Senior Citizens every quarter.

7. Students whose names receive scholarships and the amounts that are sanctioned must be published on notice boards of the institution in question as well as in the district office in addition to being posted on the website for the District and Directorate of Department of Welfare of Differently Abled & Senior Citizens.

8. The Head of the Institution will decide on the date and time for disbursement of scholarships with an notification to the Assistant Director of Welfare of Differently abled & Senior Citizens concerned and disburse the cheques for scholarships at the time fixed with the participation of parents and students.

9. A passport-sized photograph of the holder of the scholarship that shows the disability must be inserted on the acquittance record to ensure proper identification.

10. The money that is not disbursed by any institution will be paid in a timely manner to the Assistant Director for Welfare of Differently Abled & Senior Citizens. The same amount will be granted to students who have the highest merit at the same institution or another for the same year subject to an approval from the Selection Committee. If there is no availability of applicants, the amount will be transferred to the relevant Government Account by Challan immediately.

11. The institution will take a severe action against institutions or staff who process fraudulent applications for sanctioning scholarships. This includes de-recognizing the institutions as well as disciplinary action and the launch of a prosecution against the Head of the Institutions or the personnel concerned through the supervisory officers. Any lapse in this regard could result in disciplinary action against Supervisory Officers.

12. The institutions should keep the original certificate of pass at the institutions until end of the course in order to prevent simultaneous admissions of students to multiple institutions at the same time.

V. Inspection The Assistant Director, Welfare of Differently Abled and Senior Citizens will carry out an inspection on the institution. The Commissioner/Director, Welfare of Differently Abled and Senior Citizens should depute the officers of the department not below the rank of Deputy Director for surprise field visits/random inspections.

VI. REVIEW by District Collectors: The District Collector will regularly review together with the assistant director for Welfare of Differently Abled and Senior Citizens as well as the relevant officials of Education and other departments to make sure that the goal for the program of scholarships is achieved in full and also to identify any problems in the event of any.

VII. Action on Defailing Institutions: When there is a report from the Department for Differently Abled and Senior Citizens is notified of any malpractices or irregularities committed by the staff of the institutions , the District Collector will take the necessary actions through the relevant Department to deny recognition or blacklist the institution in question, apart from taking any other action that is appropriate.

VIII. ACQUITTANCE: The Head of the Institutions/Principal/Head Master shall send the acquittance for the cheques disbursed along with cheque for un disbursed amount if any to the Assistant Director, Welfare of Differently Abled and Senior Citizens with in 10 days from the date of disbursement.

A duplicate of the award should remain in the Educational Institution. The institution’s Head will send a list of students for who scholarships were awarded, stating the year, the name address, address, class, amount awarded, as well as the details of the cheque to the Assistant Director of Welfare of Differently Abled and Senior Citizens. The list should be posted on the website that is maintained by the District Office and Directorate.

IX. RECONCILIATION: The Assistant Director, Welfare of Differently Abled and Senior Citizens shall reconcile the expenditure figures with the Commissioner/Director, Welfare of Differently Abled and Senior Citizens, once in half year in order to ensure that no excess amounts are drawn under Scholarships. The Commissioner/Director, Welfare of Differently Abled and Senior Citizens shall send annual reconciliation report of all the districts to Government by the end of April every year.

X. REVIEW BY THE COMMISSIONER/ASSISTANT DIRECTOR:

a. The Assistant Directors, Welfare of Differently Abled and Senior Citizens shall update the status report regarding Scholarships by 5th of every month and e-mail to the Commissioner/Director, Welfare of Differently Abled and Senior Citizens.

b. The Commissioner/Director, Welfare of Differently Abled and Senior Citizens, shall review the sanctions, drawals and disbursement of funds by 15th of every month and take appropriate corrective measures apart from arranging random field verification.

c. The Head of the Institutions shall furnish or place on their web site results of scholarship holders giving particulars of results secured by each student to Assistant Director, Welfare of Differently Abled and Senior Citizens, who in turn shall email/furnish to Commissioner/Director, Welfare of Differently Abled and Senior Citizens /upload on website

d. The Commissioner/Assistant director, Welfare of Differently Abled and Senior Citizens must review the success rate of scholars every year.

e. The Commissioner or Assistant Director Welfare of Differently Abled and Senior Citizens will monitor and ensure prompt disbursement of scholarships to students.

XI. USE OF I.T PLATFORM: The Commissioner/Director, Welfare of Differently Abled and Senior Citizens shall take all efforts to implement the pre-matric Scholarship Scheme of the differently abled students similar to the e-pass platform of the Social Welfare Department.
